Both products started off as 32-bit applications and were upgraded for free to 64-bit. and the other various Library directories etc. Office 2016 and Office 2019 current updates are both 64-bit and run in Catalina. The documentation is not that clear as to what one starts off with, so my assumption was that one simply makes use of a Mac that has the Office 2011 (with all updates) installed, and you build the package using files located in /Applications/Microsoft Office 2011/. Downloading and installing the 64-bit versions required only 15 minutes or so on my office network and MacBook Air. Those who bought Office 2011 with a subscription got a free upgrade to Office 2016 when it came out, and another free upgrade to Office 2019 when that came out.
